  Editor's Remarks

  Great changes have taken place in the setup of the organizations of the State Council of the People's Republic of China and their personnel deployment along with the deepening of the country's reforms and opening up and its social, political and economic development. In order to timely and accurately reflect the new changes in the organizational reform and enhance internal and external and intergovernmental contacts as well as contacts between the government and the organizations and people of all walks of life, especially to satisfy the urgent need of organizations and individuals using English and the Chinese language in the original complex form, we have compiled this bilingual Chinese-English edition of Directory of the Government Organizations of the People's Republic of China (hereinafter referred to as the Directory). This is the first authoritative reference book with the relevant information on China's government organizations in both Chinese and English published in China.

  The directory consists of 29 component parts of the State Council , 17 organizations directly under its jurisdiction, 7 of its agencies , 12 undertakings directly under it; 13 state administrations under the jurisdiction of the ministries and commissions of the State Council; and appendixes on the people's governments of the four municipalities directly under the central government: Beijing, Tianjin, Shanghai and Chongqing and their subordinate departments, bureaus, offices and divisions as well as government organizations at the town and township level.

  The directory carries the names, addresses , postal codes , telephones , facsimiles, E-mail addresses (of some organizations) , names of the persons in charge, and the main functions of the organizations above the bureau and department level.

  The data included in the directory were collected before the end of October 2002. In case of changes made to the leading officials of some of the provinces and ministries, individual revisions have been made prior to the publication of this book.

  The government organizations published in the directory are listed in the usual order of the State Council and of the administrative divisions of the whole country. The subordinate organizations are arranged in the order of the original materials they have supplied us in proper regard to the suppliers of these materials. The full names of the government organizations are used in the Chinese text throughout with abbreviations in brackets; the names in the English version have been amended by the State Council only recently.

  The compilation and publication of this directory, which is the only authoritative edition of this country, has been a serious matter and a protracted and arduous task. In order to maintain state secrets and the authoritativeness , accuracy and consistency of the book, the General Administration of Press and Publications issued its No. 58 document on book management in 1988, stressing that " No organization apart from Xinhua News Agency which has been approved to publish an edition should publish books of this nature. " The General Office of the State Council again issued a notice (No. 44) stipulating that no organization should collect materials for the publication of the directory or publications of a similar nature, or to publish them without authorization.

  We shall conscientiously solicit the opinions from various quarters and continuously improve our work on the collection of materials and publication of the directory. It is unavoidable that this directory should contain certain shortcomings. We sincerely hope that our readers will excuse us and show their understanding and give us their opinions, so that we shall be able to improve our work in the future.

  Our thanks go to the relevant departments of the State Council, the National Administration for the Protection of State Secrets, the relevant organizations and the Central Government Document Publishing House, from whom we have received great support in the course of soliciting contributions, compiling and checking the materials.
